Illinois Governor Pat Quinn has proposed a 16 percent cut totaling $4.27 million to state HIV/AIDS funding, according to an AIDS Foundation of Chicago (AFC) statement. The cut would come from the state’s AIDS Drug Assistance Program (ADAP). The assumption is that ADAP can withstand a cut since many clients will transition to Medicaid or other programs after full implementation of the Affordable Care Act (a.k.a. the health care reform law). In response, AFC has proposed that any savings realized in ADAP be reinvested in HIV prevention and service programs.
