The new five-year HIV prevention Funding Opportunity Announcement (FOA) from the Centers for Disease Control and Prevention (CDC) for state and local health departments includes significant changes in how funds get allocated, according to an HIV Prevention Justice Alliance (HIV PJA) statement. According to the CDC, the new approach focuses on better geographic targeting (shifting funds from low-prevalence to high-prevalence areas and from regions with low disease burdens to those with higher) and on high-impact prevention strategies (focusing on people who are HIV positive). HIV PJA supports this shift, but has concerns about destabilizing the economic climate for community-based organizations; how programs will be judged to receive funds; vague guidelines about behavioral, biomedical and structural efforts in intervention; poor prioritization of high-risk groups; and unclear oversight and leadership in shifting of funds.
