Despite a tenfold increase in access to HIV prevention, treatment and care from 2003 to 2009, future prospects for universal access look gloomy, according to an International AIDS Society (IAS) statement. Key donors are failing to increase funding to meet rising needs, if not actually cutting back on funding. As a result, they cannot fund new programs and must reduce funding to existing programs. Advocates are split between obtaining more resources from governments and independent donors, and using available resources more efficiently-doing more with less.
